Obtaining Permits for Waste Treatment Operations
The Institute of Geology provides services for the preparation of documentation and support in obtaining permits for waste treatment operations. We analyse the company’s activities, identify waste types and codes, determine the relevant treatment operations, review technological processes and technical facilities, and prepare the required documentation for obtaining a permit.

All work is performed in accordance with the Law of Ukraine “On Waste Management” and the Procedure for Issuing, Refusing to Issue and Terminating Permits for Waste Treatment Operations, approved by Resolution No. 1328 of the Cabinet of Ministers of Ukraine dated 19 December 2023.
Who needs a Waste Treatment Permit?
A permit is required for business entities carrying out waste treatment operations. These include waste recovery and disposal operations provided for by Ukrainian waste management legislation.
Depending on the specific activities of the enterprise, such operations may include sorting, processing, preparation for reuse, recycling, other recovery operations, thermal treatment, landfilling and other forms of waste treatment.

- planned quantities of waste acceptance and treatment;

Analysis of Technological Processes and Technical Facilities
To obtain a permit, the declared waste treatment operations must correspond to the actual technological capabilities and technical facilities of the enterprise.
Our specialists analyse technological equipment, production sites, waste acceptance and storage areas, processing lines and other facilities involved in waste treatment operations.
Based on this analysis, we:- prepare a description of the technical and material resources;

After processing the initial data, the Institute of Geology prepares the package of documents and information required to obtain a Waste Treatment Permit.
Depending on the type of activity and facility, the documentation may include:
- an application for a permit;
- information on waste types and codes;
- information on waste composition, properties and quantities;
- a description of waste recovery or disposal operations;
- descriptions of technological processes;
- information on technical and material resources;
- information on specific and limit indicators of waste generation;
- information on persons responsible for waste management;
- information on the Environmental Impact Assessment conclusion where required by law;
- other documents and information depending on the type of operations and characteristics of the facility.
Support in Obtaining the Permit
Our work is not limited to preparing individual documents. The service includes support throughout the procedure for obtaining the permit and assistance with issues that may arise during the review of the submitted documentation.
The permit is issued electronically through the waste management information system, which is a functional module of Ukraine’s Unified Environmental Platform “EcoSystem”.
The statutory period for reviewing an application and supporting documentation is up to 30 calendar days. No administrative fee is charged for issuing the permit.
Permits for Specialised Waste Treatment Facilities
The Institute of Geology also prepares documentation for facilities subject to additional regulatory requirements.
For waste disposal at landfill facilities, additional information may be required concerning the hydrological, hydraulic engineering and natural geological characteristics of the site, projected quantities of waste disposal, the operational lifetime of the facility, its technical and technological characteristics, and the landfill reclamation project.
For waste thermal treatment facilities, additional documentation required by law is prepared, including a facility monitoring plan.
If the planned activity is subject to an Environmental Impact Assessment, our specialists can also provide the necessary environmental documentation and support.
Hazardous Waste Operations
Operations involving hazardous waste are subject to additional legal requirements. Depending on the type of activity, in addition to a permit for waste treatment operations, the enterprise may also require a licence for carrying out business activities in hazardous waste management.
