Development of Waste Management Plans

Development of Waste Management Plans for Enterprises, Institutions and Organizations

A Waste Management Plan for an enterprise, institution or organization is a document that defines the current state and planned measures for managing waste generated or treated in the course of the entity’s activities.

The Plan contains information on the types and quantities of waste, places of its generation and storage, methods of collection, transportation and treatment, as well as forecast indicators and measures aimed at preventing waste generation and reducing waste volumes.

Waste Management Plans are developed in accordance with the Law of Ukraine “On Waste Management” and the Procedure for the Development of Waste Management Plans by Enterprises, Institutions and Organizations, approved by Order No. 1003 of the Ministry of Environmental Protection and Natural Resources of Ukraine dated 9 August 2024.

Who is required to develop a Waste Management Plan?

In accordance with Ukrainian legislation, Waste Management Plans are developed by:

  • waste generators required to submit a waste declaration;
  • business entities operating in the field of waste management.

A waste declaration must be submitted by waste holders whose activities result in the generation of hazardous waste, as well as by holders of non-hazardous waste if the annual volume of such waste exceeds 50 tonnes.

Therefore, the requirement to develop a Waste Management Plan applies to a wide range of industrial, manufacturing, mining, construction, municipal and other enterprises whose activities meet the criteria established by law.

For what period is a Waste Management Plan developed?

A Waste Management Plan is developed for a period of five years and approved by an administrative document issued by the enterprise, institution or organization.

If an enterprise has branches or separate subdivisions without legal entity status located within the same territorial community, a single Waste Management Plan may be developed for them.

If such facilities are located in different territorial communities, the number of Waste Management Plans must correspond to the number of territorial communities in which they are located.

What does a Waste Management Plan include?

A Waste Management Plan is prepared taking into account the specific activities of the enterprise and includes the key information required to assess the current situation and plan the future waste management system.

The Plan includes:
  • an introductory section and the legal basis for preparing the document;
  • a description of the enterprise, its activities and production capacities;
  • an analysis of the current state of waste management;
  • information on waste types, codes and quantities;
  • information on waste generation sources and locations;
  • a description of the waste collection and temporary storage system;
  • information on waste transportation and further treatment;
  • forecast indicators for waste generation;
  • measures aimed at preventing and reducing waste generation;
  • measures aimed at improving the waste management system;
  • target indicators and procedures for monitoring the implementation of the Plan.

Waste is classified in accordance with the National Waste List, with the appropriate code assigned to each type of waste.

Analysis of the Current State of Waste Management

One of the key stages in developing a Waste Management Plan is the analysis of the actual waste management system in place at the enterprise.

During this stage, the following aspects are identified and analysed:
  • technological processes and sources of waste generation;
  • types and codes of waste;
  • actual quantities of waste generated in previous years;
  • locations where waste is generated and temporarily stored;
  • existing waste collection methods;
  • methods and routes used for transferring waste;
  • business entities to which waste is transferred for further treatment;
  • available environmental, production and accounting documentation of the enterprise.

Waste Management Planning

Based on an analysis of the enterprise’s actual performance indicators and technological processes, the waste management system is planned for the next five-year period.

The planning process includes determining:
  • forecast quantities of waste generation for the next five years;
  • specific and limit indicators of waste generation;
  • measures to prevent waste generation;
  • measures to reduce the quantities of waste generated;
  • measures to ensure proper waste collection, storage, transportation and treatment;
  • areas for improvement of the existing waste management system;
  • target indicators for the implementation of the Plan;
  • sources of financing for the planned measures.

When should a Waste Management Plan be amended?

The Waste Management Plan must reflect the actual activities of the enterprise. In the event of significant changes to production processes or the waste management system, the document must be updated accordingly.

Amendments to the Plan are required, in particular, in the event of:
  • the generation of new types of waste;
  • a change in waste generation volumes of more than 20%;
  • changes to technological processes;
  • other changes in business activities that affect the enterprise’s waste management system.

The relevant amendments must be introduced and approved within three months from the date on which the grounds for such amendments arise.

Who develops Waste Management Plans?

The development of a Waste Management Plan requires an analysis of the enterprise’s technological processes, identification and classification of waste, review of production and environmental documentation, forecasting of waste generation volumes, and development of a comprehensive set of waste management measures.
