Obtain­ing Per­mits for Waste Treat­ment Oper­a­tions

The Insti­tute of Geol­o­gy pro­vides ser­vices for the prepa­ra­tion of doc­u­men­ta­tion and sup­port in obtain­ing per­mits for waste treat­ment oper­a­tions. We analyse the com­pa­ny’s activ­i­ties, iden­ti­fy waste types and codes, deter­mine the rel­e­vant treat­ment oper­a­tions, review tech­no­log­i­cal process­es and tech­ni­cal facil­i­ties, and pre­pare the required doc­u­men­ta­tion for obtain­ing a per­mit.

Our ser­vice cov­ers the entire process, from the ini­tial review of the com­pa­ny’s doc­u­men­ta­tion to sup­port through­out the per­mit appli­ca­tion pro­ce­dure.

All work is per­formed in accor­dance with the Law of Ukraine “On Waste Man­age­ment” and the Pro­ce­dure for Issu­ing, Refus­ing to Issue and Ter­mi­nat­ing Per­mits for Waste Treat­ment Oper­a­tions, approved by Res­o­lu­tion No. 1328 of the Cab­i­net of Min­is­ters of Ukraine dat­ed 19 Decem­ber 2023.

Who needs a Waste Treatment Permit?

A per­mit is required for busi­ness enti­ties car­ry­ing out waste treat­ment oper­a­tions. These include waste recov­ery and dis­pos­al oper­a­tions pro­vid­ed for by Ukrain­ian waste man­age­ment leg­is­la­tion.

Depend­ing on the spe­cif­ic activ­i­ties of the enter­prise, such oper­a­tions may include sort­ing, pro­cess­ing, prepa­ra­tion for reuse, recy­cling, oth­er recov­ery oper­a­tions, ther­mal treat­ment, land­fill­ing and oth­er forms of waste treat­ment.

Our spe­cial­ists will help deter­mine which oper­a­tions are car­ried out by your enter­prise, cor­rect­ly iden­ti­fy the rel­e­vant waste types and estab­lish the list of doc­u­men­ta­tion required to obtain the per­mit.

What do we do to obtain the permit?

The Insti­tute of Geol­o­gy pro­vides com­pre­hen­sive prepa­ra­tion and sup­port for enter­pris­es seek­ing to obtain a per­mit for waste treat­ment oper­a­tions.

As part of our ser­vice, we:
  • con­duct an ini­tial analy­sis of the com­pa­ny’s activ­i­ties and avail­able doc­u­men­ta­tion;
  • deter­mine the list of doc­u­ments and ini­tial data required to obtain the per­mit;
  • iden­ti­fy waste types and deter­mine their codes in accor­dance with the Nation­al Waste List;
  • deter­mine the applic­a­ble waste recov­ery and dis­pos­al oper­a­tions;
  • analyse the com­po­si­tion, prop­er­ties and planned quan­ti­ties of waste;
  • review infor­ma­tion on the com­pa­ny’s tech­ni­cal and mate­r­i­al resources;
  • pre­pare descrip­tions of waste treat­ment process­es;
  • deter­mine spe­cif­ic and lim­it indi­ca­tors of waste gen­er­a­tion;
  • ver­i­fy the com­pli­ance of exist­ing doc­u­men­ta­tion with applic­a­ble require­ments;
  • pre­pare the com­plete set of doc­u­ments required for the per­mit appli­ca­tion;
  • pro­vide sup­port through­out the per­mit appli­ca­tion pro­ce­dure.

Preparation of Waste Information

One of the key stages of our work is the prepa­ra­tion and sys­tem­a­ti­sa­tion of infor­ma­tion on the waste that the enter­prise plans to accept or trans­fer for treat­ment.

Our spe­cial­ists iden­ti­fy and process infor­ma­tion on:
  • waste names and codes accord­ing to the Nation­al Waste List;
  • waste com­po­si­tion and key prop­er­ties;
  • sources of waste gen­er­a­tion;
  • planned quan­ti­ties of waste accep­tance and treat­ment;
  • waste recov­ery or dis­pos­al oper­a­tions;
  • results and prod­ucts of waste treat­ment oper­a­tions;
  • waste that may be gen­er­at­ed direct­ly dur­ing the treat­ment process.

This allows us to estab­lish a con­sis­tent sys­tem link­ing the waste type, tech­no­log­i­cal process, treat­ment oper­a­tion and treat­ment result and to cor­rect­ly reflect this infor­ma­tion in the per­mit doc­u­men­ta­tion.

Analysis of Technological Processes and Technical Facilities

To obtain a per­mit, the declared waste treat­ment oper­a­tions must cor­re­spond to the actu­al tech­no­log­i­cal capa­bil­i­ties and tech­ni­cal facil­i­ties of the enter­prise.

Our spe­cial­ists analyse tech­no­log­i­cal equip­ment, pro­duc­tion sites, waste accep­tance and stor­age areas, pro­cess­ing lines and oth­er facil­i­ties involved in waste treat­ment oper­a­tions.

Based on this analy­sis, we:
  • pre­pare a descrip­tion of the tech­ni­cal and mate­r­i­al resources;
  • describe the sequence of tech­no­log­i­cal oper­a­tions;
  • assess whether the avail­able equip­ment cor­re­sponds to the declared oper­a­tions;
  • align the list of waste types with the tech­no­log­i­cal capa­bil­i­ties of the enter­prise;
  • iden­ti­fy miss­ing doc­u­ments or infor­ma­tion that must be pre­pared before sub­mit­ting the appli­ca­tion.

Preparation of the Documentation Package

After pro­cess­ing the ini­tial data, the Insti­tute of Geol­o­gy pre­pares the pack­age of doc­u­ments and infor­ma­tion required to obtain a Waste Treat­ment Per­mit.

Depend­ing on the type of activ­i­ty and facil­i­ty, the doc­u­men­ta­tion may include:

  • an appli­ca­tion for a per­mit;
  • infor­ma­tion on waste types and codes;
  • infor­ma­tion on waste com­po­si­tion, prop­er­ties and quan­ti­ties;
  • a descrip­tion of waste recov­ery or dis­pos­al oper­a­tions;
  • descrip­tions of tech­no­log­i­cal process­es;
  • infor­ma­tion on tech­ni­cal and mate­r­i­al resources;
  • infor­ma­tion on spe­cif­ic and lim­it indi­ca­tors of waste gen­er­a­tion;
  • infor­ma­tion on per­sons respon­si­ble for waste man­age­ment;
  • infor­ma­tion on the Envi­ron­men­tal Impact Assess­ment con­clu­sion where required by law;
  • oth­er doc­u­ments and infor­ma­tion depend­ing on the type of oper­a­tions and char­ac­ter­is­tics of the facil­i­ty.

Support in Obtaining the Permit

Our work is not lim­it­ed to prepar­ing indi­vid­ual doc­u­ments. The ser­vice includes sup­port through­out the pro­ce­dure for obtain­ing the per­mit and assis­tance with issues that may arise dur­ing the review of the sub­mit­ted doc­u­men­ta­tion.

The per­mit is issued elec­tron­i­cal­ly through the waste man­age­ment infor­ma­tion sys­tem, which is a func­tion­al mod­ule of Ukraine’s Uni­fied Envi­ron­men­tal Plat­form “EcoSys­tem”.

The statu­to­ry peri­od for review­ing an appli­ca­tion and sup­port­ing doc­u­men­ta­tion is up to 30 cal­en­dar days. No admin­is­tra­tive fee is charged for issu­ing the per­mit.

Permits for Specialised Waste Treatment Facilities

The Insti­tute of Geol­o­gy also pre­pares doc­u­men­ta­tion for facil­i­ties sub­ject to addi­tion­al reg­u­la­to­ry require­ments.

For waste dis­pos­al at land­fill facil­i­ties, addi­tion­al infor­ma­tion may be required con­cern­ing the hydro­log­i­cal, hydraulic engi­neer­ing and nat­ur­al geo­log­i­cal char­ac­ter­is­tics of the site, pro­ject­ed quan­ti­ties of waste dis­pos­al, the oper­a­tional life­time of the facil­i­ty, its tech­ni­cal and tech­no­log­i­cal char­ac­ter­is­tics, and the land­fill recla­ma­tion project.

For waste ther­mal treat­ment facil­i­ties, addi­tion­al doc­u­men­ta­tion required by law is pre­pared, includ­ing a facil­i­ty mon­i­tor­ing plan.

If the planned activ­i­ty is sub­ject to an Envi­ron­men­tal Impact Assess­ment, our spe­cial­ists can also pro­vide the nec­es­sary envi­ron­men­tal doc­u­men­ta­tion and sup­port.

Hazardous Waste Operations

Oper­a­tions involv­ing haz­ardous waste are sub­ject to addi­tion­al legal require­ments. Depend­ing on the type of activ­i­ty, in addi­tion to a per­mit for waste treat­ment oper­a­tions, the enter­prise may also require a licence for car­ry­ing out busi­ness activ­i­ties in haz­ardous waste man­age­ment.

Our spe­cial­ists analyse the planned activ­i­ties of the enter­prise and deter­mine the com­plete set of per­mits and oth­er reg­u­la­to­ry doc­u­ments required for their imple­men­ta­tion.
