A Waste Man­age­ment Plan for an enter­prise, insti­tu­tion or orga­ni­za­tion is a doc­u­ment that defines the cur­rent state and planned mea­sures for man­ag­ing waste gen­er­at­ed or treat­ed in the course of the enti­ty’s activ­i­ties.

The Plan con­tains infor­ma­tion on the types and quan­ti­ties of waste, places of its gen­er­a­tion and stor­age, meth­ods of col­lec­tion, trans­porta­tion and treat­ment, as well as fore­cast indi­ca­tors and mea­sures aimed at pre­vent­ing waste gen­er­a­tion and reduc­ing waste vol­umes.

Waste Man­age­ment Plans are devel­oped in accor­dance with the Law of Ukraine “On Waste Man­age­ment” and the Pro­ce­dure for the Devel­op­ment of Waste Man­age­ment Plans by Enter­pris­es, Insti­tu­tions and Orga­ni­za­tions, approved by Order No. 1003 of the Min­istry of Envi­ron­men­tal Pro­tec­tion and Nat­ur­al Resources of Ukraine dat­ed 9 August 2024.

Who is required to develop a Waste Management Plan?

In accor­dance with Ukrain­ian leg­is­la­tion, Waste Man­age­ment Plans are devel­oped by:

• waste gen­er­a­tors required to sub­mit a waste dec­la­ra­tion;
• busi­ness enti­ties oper­at­ing in the field of waste man­age­ment.

A waste dec­la­ra­tion must be sub­mit­ted by waste hold­ers whose activ­i­ties result in the gen­er­a­tion of haz­ardous waste, as well as by hold­ers of non-haz­ardous waste if the annu­al vol­ume of such waste exceeds 50 tonnes.

There­fore, the require­ment to devel­op a Waste Man­age­ment Plan applies to a wide range of indus­tri­al, man­u­fac­tur­ing, min­ing, con­struc­tion, munic­i­pal and oth­er enter­pris­es whose activ­i­ties meet the cri­te­ria estab­lished by law.

For what period is a Waste Management Plan developed?

A Waste Man­age­ment Plan is devel­oped for a peri­od of five years and approved by an admin­is­tra­tive doc­u­ment issued by the enter­prise, insti­tu­tion or orga­ni­za­tion.

If an enter­prise has branch­es or sep­a­rate sub­di­vi­sions with­out legal enti­ty sta­tus locat­ed with­in the same ter­ri­to­r­i­al com­mu­ni­ty, a sin­gle Waste Man­age­ment Plan may be devel­oped for them.

If such facil­i­ties are locat­ed in dif­fer­ent ter­ri­to­r­i­al com­mu­ni­ties, the num­ber of Waste Man­age­ment Plans must cor­re­spond to the num­ber of ter­ri­to­r­i­al com­mu­ni­ties in which they are locat­ed.

What does a Waste Management Plan include?

A Waste Man­age­ment Plan is pre­pared tak­ing into account the spe­cif­ic activ­i­ties of the enter­prise and includes the key infor­ma­tion required to assess the cur­rent sit­u­a­tion and plan the future waste man­age­ment sys­tem.

• an intro­duc­to­ry sec­tion and the legal basis for prepar­ing the doc­u­ment;
• a descrip­tion of the enter­prise, its activ­i­ties and pro­duc­tion capac­i­ties;
• an analy­sis of the cur­rent state of waste man­age­ment;
• infor­ma­tion on waste types, codes and quan­ti­ties;
• infor­ma­tion on waste gen­er­a­tion sources and loca­tions;
• a descrip­tion of the waste col­lec­tion and tem­po­rary stor­age sys­tem;
• infor­ma­tion on waste trans­porta­tion and fur­ther treat­ment;
• fore­cast indi­ca­tors for waste gen­er­a­tion;
• mea­sures aimed at pre­vent­ing and reduc­ing waste gen­er­a­tion;
• mea­sures aimed at improv­ing the waste man­age­ment sys­tem;
• tar­get indi­ca­tors and pro­ce­dures for mon­i­tor­ing the imple­men­ta­tion of the Plan.

Waste is clas­si­fied in accor­dance with the Nation­al Waste List, with the appro­pri­ate code assigned to each type of waste.

Analysis of the Current State of Waste Management

One of the key stages in devel­op­ing a Waste Man­age­ment Plan is the analy­sis of the actu­al waste man­age­ment sys­tem in place at the enter­prise.

• tech­no­log­i­cal process­es and sources of waste gen­er­a­tion;
• types and codes of waste;
• actu­al quan­ti­ties of waste gen­er­at­ed in pre­vi­ous years;
• loca­tions where waste is gen­er­at­ed and tem­porar­i­ly stored;
• exist­ing waste col­lec­tion meth­ods;
• meth­ods and routes used for trans­fer­ring waste;
• busi­ness enti­ties to which waste is trans­ferred for fur­ther treat­ment;
• avail­able envi­ron­men­tal, pro­duc­tion and account­ing doc­u­men­ta­tion of the enter­prise.

Waste Management Planning

Based on an analy­sis of the enter­prise’s actu­al per­for­mance indi­ca­tors and tech­no­log­i­cal process­es, the waste man­age­ment sys­tem is planned for the next five-year peri­od.

• fore­cast quan­ti­ties of waste gen­er­a­tion for the next five years;
• spe­cif­ic and lim­it indi­ca­tors of waste gen­er­a­tion;
• mea­sures to pre­vent waste gen­er­a­tion;
• mea­sures to reduce the quan­ti­ties of waste gen­er­at­ed;
• mea­sures to ensure prop­er waste col­lec­tion, stor­age, trans­porta­tion and treat­ment;
• areas for improve­ment of the exist­ing waste man­age­ment sys­tem;
• tar­get indi­ca­tors for the imple­men­ta­tion of the Plan;
• sources of financ­ing for the planned mea­sures.

When should a Waste Management Plan be amended?

The Waste Man­age­ment Plan must reflect the actu­al activ­i­ties of the enter­prise. In the event of sig­nif­i­cant changes to pro­duc­tion process­es or the waste man­age­ment sys­tem, the doc­u­ment must be updat­ed accord­ing­ly.

• the gen­er­a­tion of new types of waste;
• a change in waste gen­er­a­tion vol­umes of more than 20%;
• changes to tech­no­log­i­cal process­es;
• oth­er changes in busi­ness activ­i­ties that affect the enter­prise’s waste man­age­ment sys­tem.

The rel­e­vant amend­ments must be intro­duced and approved with­in three months from the date on which the grounds for such amend­ments arise.

Who develops Waste Management Plans?

The devel­op­ment of a Waste Man­age­ment Plan requires an analy­sis of the enter­prise’s tech­no­log­i­cal process­es, iden­ti­fi­ca­tion and clas­si­fi­ca­tion of waste, review of pro­duc­tion and envi­ron­men­tal doc­u­men­ta­tion, fore­cast­ing of waste gen­er­a­tion vol­umes, and devel­op­ment of a com­pre­hen­sive set of waste man­age­ment mea­sures.
